গ্রেফতারি পরোয়ানা জারি২০০৪, ২১ আগস্ট। বাংলাদেশের ইতিহাসের একটি কলঙ্কজনক রক্তাক্ত দিন। বর্তমান প্রধানমন্ত্রী ও তৎকালীন বিরোধীদলীয় নেতা শেখ হাসিনাকে নৃশংসভাবে হত্যার জন্য গ্রেনেড হামলা চালানো হলো। আল্লাহর অশেষ রহমতে ব্যর্থ হলো প্রাসাদ ষড়যন্ত্র। অলৌকিকভাবে বেঁচে গেলেন শেখ হাসিনা। সাত বছর পর গতকাল রোববার আদালতে অভিযুক্ত ৩০ জনের বিরুদ্ধে সম্পূরক চার্জশিট দাখিল করল পুলিশের অপরাধ তদন্ত বিভাগ সিআইডি। ২০০৮ সালের ১১ জুন মামলার প্রথম চার্জশিটে আসামি ছিলেন ২২ জন। এ নিয়ে গ্রেনেড হামলা মামলার আসামি হলেন ৫২ জন। চার্জশিটে সাবেক প্রধানমন্ত্রী খালেদা জিয়ার জ্যেষ্ঠ পুত্র বিএনপির সিনিয়র ভাইস চেয়ারম্যান তারেক রহমান, খালেদা জিয়ার রাজনৈতিক সচিব হারিছ চৌধুরী, সাবেক স্বরাষ্ট্র প্রতিমন্ত্রী লুৎফুজ্জামান বাবর, জামায়াতের সেক্রেটারি জেনারেল আলী আহসান মোহাম্মদ মুজাহিদ, সাবেক সাংসদ কায়কোবাদসহ ৩০ জনকে আসামি করা হয়েছে। আসামির তালিকায় রয়েছেন শীর্ষ পর্যায়ের সাবেক চার সেনা কর্মকর্তা ও পুলিশের তিন সাবেক আইজি। তালিকায় রয়েছেন ভারতীয় দুই জঙ্গি। গতকাল রাতেই তারেক রহমানসহ ১৮ জনের বিরুদ্ধে গ্রেফতারি পরোয়ানা জারি করেছেন আদালত। গ্রেফতারি পরোয়ানাভুক্ত আসামিরা যাতে দেশ ত্যাগ করতে না পারেন, সে জন্য বিমানবন্দর ও স্থলবন্দরে সতর্কতা জারি করা হয়েছে। এ নিয়ে গ্রেনেড হামলা মামলার আসামিদের মধ্যে ২৫ জন কারাবন্দি। সম্পূরক চার্জশিটভুক্ত আসামিদের মধ্যে ১৮ জন পলাতক। ১১ জন কারাবন্দি। জামিনে আছেন ঢাকা সিটির ৫৩ নম্বর ওয়ার্ড কমিশনার বিএনপি নেতা আরিফুর রহমান।

২০০৪ সালের ২১ আগস্ট বঙ্গবল্পুব্দ এভিনিউয়ে আওয়ামী লীগের সভানেত্রী ও তৎকালীন বিরোধীদলীয় নেতা শেখ হাসিনার জনসভায় গ্রেনেড হামলায় ২৪ জন প্রাণ হারান। আহত হন পাঁচ শতাধিক। চিরদিনের জন্য পঙ্গুত্বের অভিশাপ বয়ে বেড়াচ্ছেন অনেকে। তৎকালীন বিরোধীদলীয় নেতা শেখ হাসিনা আল্লাহর অশেষ রহমতে বেঁচে যান। ঘটনার পর মতিঝিল থানা পুলিশ বাদী হয়ে মামলা করে। মূল কুশীলবদের বাঁচানোর জন্য বিগত চারদলীয় জোট সরকার গ্রেনেড হামলার ঘটনা ভিন্ন খাতে প্রবাহিত করতে জমজমাট জজ মিয়া নাটক সাজায়। ঘটনাটি জানাজানি হলে মামলার কার্যক্রম বন্ধ হয়ে যায়। ওয়ান-ইলেভেনের পর ফের মামলার তদন্ত শুরু হয়। মামলার তদন্তের দায়িত্ব পান সিআইডির এএসপি ফজলুল কবীর। ঘটনার ৪৬ মাস পর ২০০৮ সালের ১১ জুন সিআইডি অভিযোগপত্র দাখিল করে। ওই অভিযোগপত্রে মুফতি হান্নানসহ ২২ জনকে অভিযুক্ত করা হয়েছিল। গ্রেনেডের উৎস ও মদদদাতাদের শনাক্তের জন্য রাষ্ট্রপক্ষের আবেদনের পর আদালত মামলার বর্ধিত তদন্তের আদেশ দেন। ২০০৯ সালের ১৩ আগস্ট তদন্ত শুরু করেন সিআইডির বিশেষ পুলিশ সুপার আবদুল কাহ্হার আকন্দ। গতকাল সম্পূরক অভিযোগপত্র জমা দেওয়ার মধ্য দিয়ে ভয়ঙ্কর গ্রেনেড হামলার তদন্ত শেষ হলো।
আদালতে সম্পূরক চার্জশিট : গতকাল দুপুর সোয়া ২টায় দুটি ট্রাঙ্কে করে অভিযোগপত্র ঢাকার আদালতে নিয়ে যান পুলিশের অপরাধ ও তদন্ত বিভাগের (সিআইডি) পরিদর্শক সামিউল বাসিত। বিএনপি সমর্থক আইনজীবীদের বিক্ষোভের মধ্যেই চার্জশিট দাখিল করা হয়। মামলার তদন্ত কর্মকর্তা সিআইডির বিশেষ পুলিশ কমিশনার আবদুল কাহ্হার আকন্দ স্বাক্ষরিত চার্জশিট ঢাকা মুখ্য মহানগর হাকিমের আদালতে দাখিল করা হয়। গ্রেনেড হামলার সাত বছর ও বর্ধিত তদন্তের আদেশের প্রায় দুই বছর পর এ সম্পূরক চার্জশিট দাখিল করা হয়। চার্জশিট দাখিল উপলক্ষে গতকাল আদালতপাড়ায় নিরাপত্তা ব্যবস্থা জোরদার করা হয়। ঢাকা মহানগর জজ আদালতের পাবলিক প্রসিকিউটর (পিপি) আবদুল্লাহ আবু সাংবাদিকদের কাছে অভিযোগপত্রের নানা দিক তুলে ধরেন। তিনি সাংবাদিকদের জানান, তারেক রহমান হামলার পরিকল্পনা ও আসামিদের পালিয়ে যেতে প্রশাসনিকভাবে সহায়তা করেছেন। সাক্ষীদের জবানবন্দিতে এ তথ্য জানা গেছে। এ ছাড়া অন্য আসামিদের বিরুদ্ধে গ্রেনেড হামলার উৎস, সরবরাহ ও মদদদাতা হিসেবে জড়িত থাকার প্রমাণ মিলেছে। এসব তথ্য-প্রমাণের ভিত্তিতেই তাদের আসামি করা হয়েছে। ভবিষ্যতে সাক্ষ্যগ্রহণ শুরু হলে জানা যাবে, কীভাবে তারা হামলার পরিকল্পনা ও সহযোগিতা করেছেন। তিনি বলেন, আওয়ামী লীগকে ধ্বংস করার জন্য স্বাধীনতাবিরোধী চক্র এ গ্রেনেড হামলা করেছিল। হামলায় প্রধানমন্ত্রী শেখ হাসিনা নিহত হলে বিএনপি-জামায়াতের ক্ষমতায় থাকা নিরঙ্কুশ হতো। তাদের কোনো রাজনৈতিক প্রতিপক্ষ থাকত না। তিনি বলেন, রাজনৈতিক উদ্দেশ্য বা ব্যক্তিগতভাবে হেয় করার জন্য কাউকে এ মামলায় আসামি করা হয়নি। বর্ধিত তদন্তে নতুন করে ৮৩ জনকে সাক্ষী করা হয়েছে। প্রথম চার্জশিটে রাষ্ট্রপতি মোঃ জিল্লুর রহমান, প্রধানমন্ত্রী শেখ হাসিনা, আওয়ামী লীগ নেতা আবদুল জলিল, আবদুর রাজ্জাক, আমির হোসেন আমুসহ ৪০৮ জনকে সাক্ষী করা হয়েছিল। আলামত জব্দ দেখানো হয়েছিল ৬৯ ধরনের।
এদিকে হানিফ পরিবহনের মালিক মোঃ হানিফের চার্জশিটভুক্তির বিষয়ে সিআইডির এক কর্মকর্তা বলেন, ২১ আগস্ট গ্রেনেড হামলার আগে সাবেক প্রতিমন্ত্রী আবদুস সালাম পিন্টুর বাসায় যে ষড়যন্ত্র বৈঠক হয়, সে বৈঠকে হানিফ উপস্থিত ছিলেন বলে তথ্য পাওয়া গেছে। একই বৈঠকে উপস্থিত ছিলেন ওয়ার্ড কমিশনার আরিফুর রহমান। মেজর জেনারেল (অব.) এটিএম আমিন, লে. কমান্ডার (অব.) সাইফুল ইসলাম ডিউক ও লে. কর্নেল সাইফুল ইসলাম জোয়ার্দার গ্রেনেড সরবরাহকারী হুজি নেতা মাওলানা তাজউদ্দিনকে ভিন্ন নামে পাসপোর্ট তৈরি করে বিদেশে পালিয়ে যেতে সাহায্য করেন। এমনকি গ্রেনেড হামলার পরিকল্পনার কথাও তারা জানতেন।
পুলিশের সাবেক তিন আইজিসহ যে আট কর্মকর্তাকে আসামি করা হয়েছে তাদের ব্যাপারে সিআইডির এক কর্মকর্তা বলেন, ঘটনার সময় পুলিশের গুরুত্বপূর্ণ পদে থেকেও গ্রেনেড হামলার বিষয়টিকে তারা গুরুত্বসহকারে নেননি। এমনকি ঘটনার এক বছর পর মুফতি হান্নান র‌্যাবের হাতে গ্রেফতার হওয়ার পর গ্রেনেড হামলার বিষয়ে তার কাছ থেকে কোনো তথ্য আদায়ে তৎপর ছিলেন না এসব পুলিশ কর্মকর্তা।
সাবেক আইজিপি আশরাফুল হুদা গতকাল রাতে সমকালকে বলেন, চার্জশিটের আসামি হওয়ায় তিনি হতবাক। তাকে পলাতক দেখানো হয়েছে। তিনি বাসায় রয়েছেন। ঘটনার সময় তিনি দেশের বাইরে ছিলেন। আজ সোমবার আদালতে আত্মসমর্পণ করবেন তিনি।
সিআইডির এক কর্মকর্তা বলেন, ঘটনার সময় আশরাফুল হুদা বিদেশে থাকলেও দেশে ফেরার পর গ্রেনেড হামলার ঘটনা তদন্তে কোনো উদ্যোগ নেননি। দায়িত্বপূর্ণ পদে থেকে ওই সময় মামলাটির অগ্রগতির বিষয়ে দেখভাল করেননি।
আইনজীবীদের পক্ষে-বিপক্ষে মিছিল : সম্পূরক চার্জশিটে লুৎফুজ্জামান বাবর, তারেক রহমান ও হারিছ চৌধুরীসহ ‘মূল হোতাদের’ নাম থাকায় আদালত অঙ্গনে আনন্দ মিছিল করেছেন আওয়ামী লীগ সমর্থক আইনজীবীরা। তারেক রহমানসহ বিএনপি নেতাদের চার্জশিটভুক্ত করার প্রতিবাদে একই সময় মিছিল করেছেন বিএনপি সমর্থিত আইনজীবীরা।
আওয়ামী লীগ সমর্থিত আইনজীবী অ্যাডভোকেট নজিবুল্লাহ হিরুর নেতৃত্বে দুই শতাধিক আইনজীবী সিএমএম কোর্ট এলাকা থেকে মিছিল শুরু করেন। মিছিলটি আইনজীবী সমিতি এলাকা হয়ে সিএমএম কোর্ট ভবনের সামনে গিয়ে শেষ হয়। মিছিল থেকে আইনজীবীরা ২১ আগস্ট গ্রেনেড হামলাকারীদের বিচারের দাবি জানিয়ে বিভিন্ন স্লোগান দেন।
অন্যদিকে একই সময় বিএনপি সমর্থিত আইনজীবী নেতা অ্যাডভোকেট সানাউল্লাহ মিয়ার নেতৃত্বে একটি মিছিল বের হয়। মিছিলটি আদালত চত্বর থেকে রাস্তায় যেতে চাইলে সিএমএম কোর্টের সামনে পুলিশ বাধা দেয়। এ সময় আইনজীবী নেতারা বলেন, রাজনৈতিক উদ্দেশ্যে এ মামলায় তারেক রহমানকে জড়ানো হয়েছে।

যে ১৮ জনকে পলাতক দেখানো হয়েছে : বিএনপির সিনিয়র ভাইস চেয়ারম্যান তারেক রহমান, হারিছ চৌধুরী, শাহ মোফাজ্জল হুসাইন কায়কোবাদ, হানিফ পরিবহনের মালিক মোহাম্মদ হানিফ, ডিজিএফআইয়ের সাবেক কর্মকর্তা লে. কর্নেল সাইফুল ইসলাম জোয়ার্দার (বরখাস্ত), মেজর জেনারেল (অব.) এটিএম আমিন, হুজি নেতা হাফেজ মাওলানা ইয়াহিয়া, মুফতি শফিকুর রহমান, মুফতি আবদুল হাই, বিএনপি নেতা আবদুল সালাম পিন্টুর ছোট ভাই রাতুল আহমদ বাবু ওরফে বাবুল, সাবেক আজিপি শহুদুল হক, সাবেক আইজিপি আশরাফুল হুদা, সাবেক আইজিপি খোদা বখস্, ডিএমপির তৎকালীন ডিসি (পূর্ব) ওবায়দুর রহমান, ডিআইজি সাঈদ হাসান খান, সিআইডির সাবেক বিশেষ পুলিশ সুপার রুহুল আমিন, সিআইডির সাবেক এএসপি মুন্সি আতিকুর রহমান ও সিআইডির সাবেক এএসপি আবদুর রশিদ।
প্রথম চার্জশিট ও বিচার : দীর্ঘ তদন্ত শেষে ঘটনার ৪৬ মাস পর ২০০৮ সালের ১১ জুন সিআইডির সিনিয়র এএসপি ফজলুল কবির ২২ জনকে আসামি করে ঢাকার মুখ্য মহানগর হাকিম আদালতে হত্যা ও বিস্ফোরক আইনে দুই মামলার চার্জশিট দাখিল করেন। মামলা দুটি একই বছর দ্রুত বিচার আদালতে স্থানান্তর করা হয়। ২১ আগস্টের ঘটনায় বিস্ফোরক মামলার বিচার চলছে ঢাকার মহানগর দায়রা জজ জহুরুল হকের আদালতে। ঢাকার দ্বিতীয় অতিরিক্ত মহানগর দায়রা জজ চেমন চৌধুরীর আদালতে চলছে হত্যা মামলার বিচার। রাষ্ট্রপক্ষের আবেদনের পরিপ্রেক্ষিতে ২০০৯ সালের ৩ আগস্ট ২১ আগস্ট গ্রেনেড হামলা মামলার অধিকতর তদন্তের আদেশ দেন। আদেশে নেপথ্য মদদদাতা ও গ্রেনেডের উৎস সম্পর্কে নিশ্চিত হওয়ার জন্য বলা হয়। এরপর সিআইডির বিশেষ পুলিশ সুপার আবদুল কাহ্হার আকন্দ মামলাটির অধিকতর তদন্ত শুরু করেন। অধিকতর তদন্তের প্রতিবেদন আদালতে দাখিল করার জন্য ১৩ দফা সময় বাড়িয়েছেন আদালত।
যারা ১৬৪ ধারায় জবানবন্দি দিয়েছেন : বর্ধিত তদন্তকালে আদালতে ১৬৪ ধারায় জবানবন্দি দিয়েছেন মাওলানা আবদুস সালাম, কাশ্মীরি জঙ্গি মাজেদ ভাট, আবদুল মালেক ও মামলার প্রথম চার্জশিটভুক্ত আসামি হরকাতুল জিহাদ নেতা মুফতি হান্নান ও আবু জান্দাল।
তাজউদ্দিনকে বিদেশে পাঠানো হয় : ২০০৫ সালের অক্টোবরে মুফতি হান্নানকে গ্রেফতারের পর জানাজানি হয়, গ্রেনেড সরবরাহে প্রধান ভূমিকা পালন করেছিল সাবেক উপমন্ত্রী আবদুস সালাম পিন্টুর ছোট ভাই মাওলানা তাজউদ্দিন। এ কারণেই মাওলানা তাজউদ্দিনকে ‘মোঃ বাদল’ নামে রাজশাহীর ঠিকানায় একটি পাসপোর্ট করে দেশের বাইরে পাঠিয়ে দেওয়া হয়।
ভয় নেই : হুজির সামরিক কমান্ডার আফগান যোদ্ধা মাওলানা আবদুর রউফ তার জবানবন্দিতে জানিয়েছেন, সাবেক স্বরাষ্ট্র প্রতিমন্ত্রী বাবর ও উপমন্ত্রী আবদুস সালাম পিন্টুর সহায়তায় ২১ আগস্ট গ্রেনেড হামলা করেছে জঙ্গি সংগঠন হরকাতুল জিহাদ (হুজি)। সাবেক এ দুই মন্ত্রীর মাধ্যমে এ জঙ্গি সংগঠনকে নিয়ন্ত্রণ করত হাওয়া ভবন। এ ছাড়া মুফতি হান্নান তাকে জানিয়েছিলেন, ‘আমাদের সঙ্গে মন্ত্রী ও হাওয়া ভবন আছে। আমাদের ভয় নেই।’

প্রথম চার্জশিটে আসামি যারা : প্রথম চার্জশিটভুক্ত ২২ আসামির মধ্যে ১৪ জন গ্রেফতার হয়ে কারাগারে রয়েছেন। তারা হলেন সাবেক উপমন্ত্রী আবদুস সালাম পিন্টু, জঙ্গি নেতা মুফতি হান্নান, তার ভাই মফিজুর রহমান ওরফে অভি, আবুল কালাম আজাদ, শরিফ শহিদুল ইসলাম ওরফে বিপুল, মাওলানা আবু সাই ওরফে ডা. আবু জাফর, জাহাঙ্গীর আলম, মাওলানা আবু তাহের, হোসাইন আহমেদ ওরফে তামীম, মুফতি মইন উদ্দিন শেখ ওরফে আবু জান্দাল, আরিফ হাসান ওরফে সুমন, রফিকুল ইসলাম গাজী ওরফে সবুজ, উজ্জ্বল ওরফে রতন ও শাহদাত উল্লাহ জুয়েল।
প্রথম চার্জশিটে পলাতক ছয় আসামি : গ্রেনেড সরবরাহকারী মাওলানা তাজউদ্দিন (টাঙ্গাইল), মোঃ ইকবাল (ঝিনাইদহ), মাওলানা আবু বকর (বরিশাল), মোঃ খলিলুর রহমান (মাগুরা), জাহাঙ্গীর আলম ওরফে বদর (দোহার, ঢাকা) ও মাওলানা লিটন ওরফে জোবায়ের ওরফে দেলোয়ার (গোপালগঞ্জ)। এ ছাড়া দুই আসামি দুই যমজ ভাই ভারতের দিলি্লর তিহার জেলে আটক আনিসুল মোরসালিন ও মহিবুল মোত্তাকিন (ফরিদপুর)।

এসএএমএস কিবরিয়া শ্রদ্ধায় ও স্মৃতিতে মহিউদ্দিন আহমদ ফরেন সার্ভিসে আমার ৩৪ বছরের ক্যারিয়ারের শুরুতে, আমার সৌভাগ্য আমি জনাব এসএএমএস কিবরিয়া উপদেশ, পরামর্শ এবং কিছুটা সানি্নধ্যও পেয়েছিলাম। কিবরিয়া সাহেবকে প্রথম দেখেছিলাম ইসলামাদে ১৯৬৯-এ। তিনি কিছুদিন আগে জাকার্তার পাকিস্তান এম্বেসি থেকে বদলি হয়ে ইসলামাবাদে পাকিসত্মান পররাষ্ট্র মন্ত্রণালয়ে ডাইরেক্টর হিসাবে যোগ দিয়েছেন।

১৯৫৪ সালের সাবেক পাকিস্তান ফরেন সার্ভিস ব্যাচের এক কর্মকর্তা এই কিবরিয়া সাহেবের কথা আগেই শুনেছিলাম, তিনি ঢাকা ইউনিভার্সিটির মেধাবী ছাত্র, ইকোনোমিক্স অনার্স এবং এমএতে ফার্স্ট ক্লাস ফার্স্ট, তারপর সর্ব পাকিস্তান ভিত্তিতে পাকিস্তানের কেন্দ্রীয় পাবলিক সার্ভিস কমিশন কর্তৃক পরিচালিত পরীৰায়ও প্রথম স্থান অধিকার করেন। তাঁর এই ব্যাচে আর একজন বাঙালী প্রবেশনার ছিলেন জনাব ফখরুদ্দিন আহমদ। কিবরিয়া সাহেব এবং ফখরম্নদ্দিন সাহেব, দু’জনই আমাদের পররাষ্ট্র সচিব ছিলেন। ফখরুদ্দিন সাহেব দুই বার। আবার এই দু’জনই আমাদের সরকারের মন্ত্রীও ছিলেন। ফখরম্নদ্দিন সাহেব ফরেন সেক্রেটারি ছিলেন ১৯৭৪-৭৫এ প্রথম বার। আর দ্বিতীয় বার ১৯৮৬-৮৭তে। ফখরুদ্দিন সাহেবকে ফরেন সেক্রেটারি হিসাবে প্রথমবার সহ্য করতে পারছিলেন না জেনারেল জিয়াউর রহমান, এয়ার মার্শাল তোয়াব এবং কেবিনেট সেক্রেটারি শফিউল আযমরা। ১৯৭৫-এর নবেম্বরে ফখরুদ্দীন সাহেবকে অপসারণ করে তাঁর জায়গায় ফরেন সেক্রেটারি হিসাবে নিয়োগ দেয়া হয় জনাব তবারক হোসেনকে। তবারক হোসেন জুলফিকার আলী ভুট্টোর নেতৃত্বে পাকিসত্মান প্রতিনিধি দলের সদস্য হিসাবে চীন সফরে গিয়েছিলেন ১৯৭১-এর নবেম্বরে। ভুট্টো তখন চীনে গিয়েছিলেন বাংলাদেশের মুক্তিযুদ্ধে সরাসরি সম্পৃক্ত ভারতের বিরম্নদ্ধে অস্ত্রশস্ত্রসহ কূটনৈতিক এবং সরাসরি সামরিক অভিযানের সাহায্য চাইতে। তবারক হোসেন ছিলেন ফখরম্নদ্দিন সাহেবের পাঁচ বছরের সিনিয়র। বাংলাদেশের স্বাধীনতার পর তিনি বাংলাদেশে ফিরে এসে ওএসডি হিসাবে ১৯৭৫-এর নবেম্বর পর্যন্ত আমাদের ফরেন মিনিস্ট্রিতে চেয়ার- টেবিলবিহীন অবস্থা থেকে একেবারেই ফরেন সেক্রেটারি। আর ফখরম্নদ্দিন সাহেবকে পাঠানো হলো যুগোসস্নাভিয়ায় রাষ্ট্রদূত হিসাবে। ‘৭৯ পর্যনত্ম এই ফরেন সেক্রেটারির পদ থেকে তবারক হোসেন সাহেব ছিলেন ওয়াশিংটনে আমাদের এ্যাম্বাসেডর হিসাবে।

আর তার জায়গায় ফরেন সেক্রেটারি হিসাবে জেনেভা থেকে আসলেন এসএএমএস কিবরিয়া। জেনেভায় কিবরিয়া সাহেব ছিলেন জাতিসংঘের ইউরোপীয় অফিসে বাংলাদেশের স্থায়ী প্রতিনিধি। ফখরম্নদ্দিন সাহেবকে ফরেন সেক্রেটারি হিসাবে দ্বিতীয়বার সহ্য করলেন না আমাদের আর এক লেফটেন্যান্ট জেনারেল, প্রেসিডেন্ট হুসেইন মুহম্মদ এরশাদ এবং তখনকার পররাষ্ট্রমন্ত্রী হুমায়ুন রশীদ চৌধুরী। ফখরম্নদ্দিন সাহেব জেনারেল এরশাদের দরবারে অন্য সচিবদের মতো নিয়মিত হাজিরা দেন না কেন, লাল টেলিফোনে প্রেসিডেন্টের খোঁজখবর নেন না কেন_ এই ছিল ফখরম্নদ্দিন সাহেবের বিরম্নদ্ধে প্রধান অভিযোগ। সুতরাং ফখরম্নদ্দিন সাহেব ছিলেন ওএসডি এবং তার পর অবসর। পরে ১৯৯০-এর ডিসেম্বরে এরশাদের পতনের পর, দেশের প্রথম তত্ত্বাবধায়ক সরকারে ফখরম্নদ্দিন সাহেব ফরেন মিনিস্ট্র্রিতে ফিরে এলেন ‘উইথ গেস্নারি এ্যান্ড অনার।’ বিচারপতি সাহাবুদ্দীনের এই সরকারে ফখরম্নদ্দিন সাহেব দায়িত্ব পেলেন পররাষ্ট্র উপদেষ্টা হিসাবে। আমরা জানি যে, তত্ত্বাবধায়ক সরকারের উপদেষ্টারা পূর্ণ মন্ত্রীর মর্যাদা, বেতন_ভাতা এবং সুযোগ-সুবিধা পেয়ে থাকেন। ফখরম্নদ্দিন সাহেবও তা পেলেন এবং সাফল্য ও কৃতিত্বের সাথেই কয়েক মাস পররাষ্ট্র উপদেষ্টা হিসাবে দায়িত্ব পালন করলেন। দারম্নণ সাফল্য এবং কৃতিত্বের সাথে সরকারের অর্থমন্ত্রী হিসাবে দায়িত্ব পালন করলেন কিবরিয়াও। ১৯৯৬-এর ২৩ জুন যে মন্ত্রিসভা শেখ হাসিনা গঠন করলেন, সেখানে তিনি জনাব কিবরিয়াকে যথাযোগ্য মর্যাদা এবং গুরম্নত্ব দিয়ে সম্মানিতও করলেন। এখানে উলেস্নখ করা প্রয়োজন যে, জনাব কিবরিয়া কিন্তু ১৯৯৬-এর ১২ জুনের সাধারণ নির্বাচনে সংসদ সদস্যপদে নির্বাচন করেননি; এবং তিনি আওয়ামী লীগের নির্বাচনী কমিটির প্রধান হিসাবে আওয়ামী লীগের পৰে পুরো নির্বাচনী ক্যাম্পেনের দায়িত্বেই থাকলেন। ১৯৭৫-এর ২১ বছর পর ১৯৯৬তে এই প্রথম আওয়ামী লীগ আবার ৰমতায় গেল। এই নির্বাচনে আওয়ামী লীগের বিজয়ে শেখ হাসিনার ‘ক্যারিশমা, অবদান এবং ভূমিকা অন্য যে কোন নেতার চাইতে প্রত্যাশিতভাবেই বেশি ছিল। শেখ হাসিনার সাথে তখন আর যাঁরা এই বিষয়ে প্রবল ভূমিকা রেখেছিলেন, তাঁদের মধ্যে জনাব শামসুল কিবরিয়াও শীর্ষস্থানে ছিলেন। কিবরিয়া সাহেব ১৯৮১ থেকে পরবতর্ী ১১ বছরে ছিলেন ‘এসকাপ’ (ঊঝঈঅচ- ঊপড়হড়সরপ ধহফ ঝড়পরধষ ঈড়সসরংংরড়হ ভড়ৎ অংরধ ধহফ চধপরভরপ) -এর এঙ্িিকউটিভ সেক্রেটারি। এসকাপ হচ্ছে জাতিসংঘেরই একটি আঞ্চলিক প্রতিষ্ঠান। এই অঞ্চলের দেশগুলোর অর্থনৈতিক ও সামাজিক খাতগুলোতে উন্নয়ন কার্যক্রম চালানো এবং সমন্বয়ের জন্য দায়িত্বপ্রাপ্ত প্রতিষ্ঠান। এঙ্িিকউটিভ সেক্রেটারির পদটি হচ্ছে এই প্রতিষ্ঠানটির মুখ্য নির্বাহীর। তাঁর র্যাঙ্কটি হচ্ছে জাতিসংঘের আন্ডার সেক্রেটারি জেনারেলের। জাতিসংঘের শীর্ষ নির্বাহীর পদটি হচ্ছে সেক্রেটারি জেনারেলের। কয়েক বছর আগে ডেপুটি সেক্রেটারি জেনারেলের একটি পদও সৃষ্টি করা হয়েছে। আর তার পরই হচ্ছে ‘আন্ডার সেক্রেটারি’ জেনারেল। কিবরিয়া সাহেবও ছিলেন জাতিসংঘের একজন আন্ডার সেক্রেটারি জেনারেল। বাংলাদেশের তিনিই প্রথম ব্যক্তি যিনি এমন একটি শীর্ষ পদে কাজ করেছেন। কাজ করেছেন একটানা ১১ বছর। তার পর তার মতোই আরও দু’জন বাংলাদেশী এই পদে নিয়োগ পেয়েছেন। একজন ফরেন সার্ভিসে, আমার ব্যাচমেন্ট আনোয়ারম্নল করিম চৌধুরী। জাতিসংঘে বাংলাদেশের স্থায়ী প্রতিনিধি ছিলেন। ২০০৬-এ ৰমতায় ফিরে এসে মোহতারেমা খালেদা জিয়া এবং দৈনিক মানবজমিন তাকে সহ্য করতে পারছিলেন না। তখন জাতিসংঘের মহাসচিব কোফি আনান এই আনোয়ারম্নল করিম চৌধুরীকে আন্ডার সেক্রেটারি জেনারেল র্যাঙ্কের একটি পদে নিয়োগ দিয়ে নিউইয়র্কেই রেখেছেন। এখন তিনি অবসরে, থাকছেন নিউইয়র্কেই। বর্তমানেও জাতিসংঘ সিস্টেমে আন্ডার সেক্রেটারি জেনারেল র্যাঙ্কে একজন বাংলাদেশী কাজ করছেন। তিনি আবার একজন মহিলা, অধুনালুপ্ত ‘দৈনিক আজকের কাগজ’-এর সম্পাদক কাজী শাহেদ আহমেদের শ্যালিকা। নাম তাঁর আমীরা হক, এখন আছেন টিমুর ইস্টে (পূর্ব তিমুর)। জাতিসংঘের এক সাবেক মহাসচিব কোফি আনান যখন জাতিসংঘের এ্যাসিস্ট্যান্ট সেক্রেটারি জেনারেল, তখন কিবরিয়া সাহেব কিন্তু একজন আন্ডার সেক্রেটারি জেনারেল। কোফি আনান জাতিসংঘে ছোট চাকরি দিয়ে শুরম্ন করে পরে উঠতে উঠতে সেক্রেটারি জেনারেলও হলেন। আর এই পদে থাকলেন পাঁচ বছর মেয়াদী পর পর দুই টার্ম। কিবরিয়া সাহেব মেধাবী ছাত্র ছিলেন, মেধাবী কর্মকর্তা ছিলেন। জেনেভাতে বাংলাদেশের অস্ট্রেলীয় হাইকমিশনার, স্থায়ী প্রতিনিধি, তার পর ফরেন সেক্রেটারি। ছিলেন জাতিসংঘের একজন আন্ডার সেক্রেটারি জেনারেলও। এমন যোগ্যতা, দৰতা এবং অভিজ্ঞতাসম্পন্ন একজন মানুষকে শেখ হাসিনা ১৯৯২তেই নিয়োগ দিলেন তাঁর রাজনৈতিক উপদেষ্টা হিসাবে। শুধু ‘রাজনৈতিক উপদেষ্টা’ পদ থেকে কিবরিয়া সাহেবের তখনকার গুরম্নত্ব বোঝা যাবে না। এই পদে কিবরিয়া সাহেব যথার্থভাবেই হয়ে উঠলেন শেখ হাসিনার ঘনিষ্ঠতম পরামর্শদাতাদের একজন হিসাবেও। একটি গুরম্নত্বপূর্ণ বিষয় এ প্রসঙ্গে সকলকে লৰ্য করতে অনুরোধ করি। এত বছর উচ্চশিৰিত ব্যক্তিবর্গ এবং সামরিক বাহিনীর অবসরপ্রাপ্ত লোকজন আওয়ামী লীগকে এড়িয়ে গেছেন। আমার জানা মতে, এই শাহ আবু মোহাম্মদ শামসুল কিবরিয়া হচ্ছেন এমন সমৃদ্ধ ব্যাকগ্রাউন্ডের প্রথম ব্যক্তি, যিনি আওয়ামী লীগ রাজনীতিতে সরাসরি যোগ দিলেন। ফরেন সার্ভিসের এই কিবরিয়া সাহেবের কিছু আগে বা পরে যোগ দিলেন সাবেক সিভিল সার্ভিস অব পাকিসত্মান- সিএসপির মফিজুর রহমান সাহেব; অনেক মন্ত্রণালয়ের অবসরপ্রাপ্ত সচিব। এখন অবসরপ্রাপ্ত জেনারেল, এডমিরাল, এয়ার মার্শালরাও আওয়ামী লীগে যোগ দিতে সঙ্কোচবোধ করেন না। কিন্তু ১৯৯২তে কিবরিয়া সাহেব এবং মফিজুর রহমান সাহেবদের আগে আওয়ামী লীগে ইউনিভার্সিটির প্রফেসর, সিএসপি, পিএফএস এবং এমনসব পাকিসত্মানের কেন্দ্রীয় ক্যাডার কর্মকর্তাদের কয়জন ছিলেন? আওয়ামী লীগের প্রতি দেশের সামরিক-বেসামরিক ব্যাকগ্রাউন্ডের আমলা, বুদ্ধিজীবী শ্রেণীর উন্নাসিক দৃষ্টিভঙ্গির পরিবর্তনে কিবরিয়া সাহেব এই দলটিতে যোগ দিয়ে যে রিফর্ম-এর সূচনা করেন, যে ভূমিকা রাখেন, তা দেশের গুরম্নত্বপূর্ণ এবং প্রভাবশালী কতগুলো শ্রেণীর কাছে আওয়ামী লীগের সম্মান ও গ্রহণযোগ্যতা বাড়িয়ে দেয়। আওয়ামী লীগ বললেই তখন যে ‘নেগেটিভ’ প্রতিক্রিয়া দেখা যেত, এখন তা আর নেই। স্কুলজীবন থেকেই ছাত্রলীগের সাথে অল্পবিসত্মর যুক্ত ছিলাম বলে ব্যক্তিগত অভিজ্ঞতা থেকেই এই কথাগুলো বলছি। কিবরিয়া সাহেব জাতীয় সংসদের সদস্য ছিলেন না। কিন্তু শেখ হাসিনা মন্ত্রিসভার টেকনিক্যাল কোটায় তাঁকে অর্থমন্ত্রীর পদে নিয়োগ দিয়ে তখন যথার্থ কাজটিই করলেন। কেউ কেউ আশা করেছিলেন, তিনি শেখ হাসিনার নতুন সরকারে পররাষ্ট্রমন্ত্রী হবেন। পররাষ্ট্রমন্ত্রী হিসাবে নিয়োগ দিলেও তিনি একই রকমের সাফল্য ও কৃতিত্ব দেখাতে পারতেন বলে অনেকেই মনে করেন। কিন্তু তাহলে অর্থমন্ত্রী কে হবেন? আবদুস সামাদ আজাদকে অবশ্যই অর্থমন্ত্রী করা যেত না। এসএএমএস কিবরিয়া অর্থমন্ত্রী ছিলেন বলেই তো, আমার মনে হয়, তখন দেশের এবং আমাদের দরিদ্র-অবহেলিত শ্রেণী নানান কিসিমের সাহায্য সহযোগিতা পেতে থাকল। মনে পড়ে, বয়স্ক ভাতা তিনিই তো প্রথম শুরম্ন করলেন এবং তা বছর বছর বাড়াতেও থাকলেন। বাড়াতে থাকলেন সুবিধাপ্রাপ্তদের সংখ্যায় এবং সুবিধার পরিমাণেও। কিবরিয়া সাহেবের চালু করা সেই প্রোগ্রাম এখন বর্তমান অর্থমন্ত্রী জনাব এএমএ মুহিতের জামানায়, আরও বাড়ছে। আশা করি, বাড়তে থাকবেও। বাড়াতে হবে যতদিন এক জনমাত্রও দরিদ্র, পঙ্গু, ভিৰুক থাকবে এই দেশে। মুহিত সাহেবও কিবরিয়া সাহেবের মতোই সিলেটের। দু’জনই কাছাকাছি বয়সের। মুহিত সাহেবও কিবরিয়া সাহেবের মতো মেধাবী ছাত্র ছিলেন ঢাকা বিশ্ববিদ্যালয়ের। মুহিত সাহেব ইংরেজীতে অনার্স এবং এমএতে ফার্স্ট ক্লাস ফার্স্ট। দু’জনই বাহান্নোর ভাষা আন্দোলনে জেল খেটেছেন। মুহিত সাহেবেরও আনত্মর্জাতিক আর্থিক প্রতিষ্ঠানে কাজের দীর্ঘ অভিজ্ঞতা রয়েছে। কিবরিয়া সাহেবের এসকাপে, ব্যাংককে এবং মুহিত সাহেবের এশিয়ান ডেভেলপমেন্ট ব্যাংকে ম্যানিলায় এবং দু’জনই একাত্তরে আমাদের মুক্তিযুদ্ধে সরাসরি অংশগ্রহণ করেন। ওয়াশিংটনের পাকিসত্মান এ্যাম্বেসিতে কিবরিয়া সাহেব ছিলেন পলিটিক্যাল কাউন্সিলর। আর মুহিত সাহেব ইকোনোমিক কাউন্সিলর। পাকিসত্মানের এই এ্যাম্বেসির ‘ডেপুটি চীফ অব মিশন’ এনায়েত করীম (পরে ফরেন সেক্রেটারি) এডুকেশন কাউন্সিলর আবু রম্নশ্্দ মতিন উদ্দিন, থার্ড সেক্রেটারি সৈয়দ মোয়াজ্জেম আলী (পরে ফরেন সেক্রেটারি)সহ সকল বাঙালী কর্মকর্তা-কর্মচারী ৭১-এর আগস্টের প্রথমদিকে তাদের চাকরি-বাকরি ছেড়ে দিয়ে মুজিবনগর সরকারের প্রতি আনুগত্য প্রকাশ করেন এবং মুক্তিযুদ্ধের পৰে মার্কিন যুক্তরাষ্ট্রে জনমত সৃষ্টি করা ছাড়াও নানাবিধ কাজে সরাসরি অংশগ্রহণ করেন। এমন ব্যাকগ্রাউন্ডের মানুষদের কিছু ব্যতিক্রম ছাড়া মানবদরদী হতেই হয়। তাই তো, আমার বিশ্বাস, বঙ্গবন্ধু এবং শেখ হাসিনার সরকারগুলোর তিন জন অর্থমন্ত্রীই_ জনাব তাজউদ্দীন আহমদ, জনাব এসএএমএস কিবরিয়া এবং জনাব এএমএ মুহিত_ সকলেই মানবদরদী, গরীব দরদী, সৎ, দৰ এবং সমৃদ্ধ অভিজ্ঞতা সমৃদ্ধ। এই তিন অর্থমন্ত্রীর কারও বিরম্নদ্ধে কি কখনও সামান্যতম দুনীর্তি বা অনিয়মের অভিযোগ ছিল বা এখনও আছে?

১৯৬৯-এর অক্টোবরে আমার জীবনের প্রথম ফরেন পোস্টিং-এ যাচ্ছিলাম লন্ডনে। লন্ডনের পাকিসত্মান হাইকমিশনে থার্ড সেক্রেটারি হিসাবে আমার এই বদলি ইসলামাবাদের ফরেন মিনিস্ট্রিতে। ফরেন মিনিস্ট্র্রিতে তখন কিবরিয়া সাহেব ডাইরেক্টর (পারসোনেল)। মানে কর্মকর্তা-কর্মচারীদের নিয়োগ, প্রমোশন, পোস্টিং, ট্রান্সফার, বরখাসত্ম, সাসপেনশন, ইত্যাদি বিষয়ের জন্য দায়িত্বপ্রাপ্ত কর্মকর্তা। বস্তুত তাঁর সইতেই আমার লন্ডনে বদলি।

লন্ডনে যাওয়ার আগে দেখা করতে গেলাম তাঁর সঙ্গে। কাজ দিলেন একটি, আর উপদেশও দিলেন একটু। কাজটি হলো, রেজার (তাঁর একমাত্র ছেলে, তখন বয়স বোধ হয় আট/দশ) জন্য ডাকটিকেট পাঠাতে হবে। ডাকটিকেট সংগ্রহ রেজার ‘হবি’। আর উপদেশটি? জীবনে চলার পথে অনেক অনেক ‘কম্প্রোমাইজ’, আপোস করতে হবে। তবে জীবনে এমন সময়ও আসবে যখন বলতে হবে, বুঝতে হবে, অবস্থান নিতে হবে_ ‘দিস্্ ফার, নো ফারদার।’ কিবরিয়া সাহেবের এই কথাগুলো ভিন্নভাবে পরে ফখরম্নদ্দিন সাহেবও আমাকে বলেছেন। তাঁদের এই উপদেশটি আমার জীবনে আমি যথাসাধ্য অনুসরণ করার চেষ্টা করেছি। একাত্তরের আগস্টের প্রথম দিকে কিবরিয়া সাহেব ওয়াশিংটনে যে কাজটি করেন, একাত্তরে লন্ডনের মাঠেও তা করার অনুপ্রেরণা কিবরিয়া সাহেবদের কাছ থেকে পেয়েছিলাম।

B. Mamun�s statement on Tareq
1. In his statement Mamun said that he did not know of any investment made by Tareq abroad. He said that after the 2001 election, Tareq Rahman remained away from business involvements because of his full-time involvement in politics. However, behind the scenes, he would support Mamun in his business and in securing commissions. In exchange, Mamun would provide Tareq with money for his personal expenses. And a large percentage of the money illegally earned by Mamun, using his links with Tareq, sent to Tareq for his personal and political expenses.
2. After Tareq Rahman took over Hawa Bhaban, known to be the centre of power, he began to meet with people of all ilks. These people would take favours from Tareq. Mamun said, in exchange Tareq would get monetary payments for them and use them for various business purposes. Prominent among these persons were Obaidul Karim, Chairman of Orion Group; Ahmed Akbar Sohban (Shah Alam), proprietor of Basundhara Group; and Anis Ahmed (Gorky), the Bangladesh agent of Gillette Group and proprietor of Radio Furti. These three persons made vast fortunes through their connection with Tareq. They would get large government projects. Then there was Amin Ahmed Bhuiyan, the owner of Al Amin Constructions, who would pay Tareq Rahman 25,000 taka monthly for his personal expenses. It had been arranged for the money to be paid through former Communications Minister Barrister Nazmul Huda. As a close associate of the minister, Amin Ahmed won the contracts for the lease of the Meghna-Gomti Toll Plaza, the lease of the Bhairab Bridge Toll Plaza, Rupsha Bridge Toll Plaza and construction work of most of the bridges and culverts under the ministry. With the support of Tareq Rahman and former State Minister for Home Affairs Lutfozzaman Babar, Anis Ahmed (Gorky) managed to gain control of most of the cable TV business in the country. He also got permission for the private radio channel, Radio Furti. Mamun also revealed close contacts between Tareq and Silver Selim (former MP), Riaz Uddin Al Mamun, garments businessman Nasir Uddin and Nesar Ahmed.
3. Obaidul Karim, Shah Alam and Anis Ahmed (Gorky) have many business involvements abroad. Tareq Rahman visited Singapore, Malaysia and several other countries with them many times. Mamun said that if Tareq had any businesses abroad, then these three persons were likely to know about these investments. Also, the former Political Secretary of the Prime Minister, Mosaddek Ali Falu, and Haris Chowdhury, had houses and business set-ups in Malaysia, so they would know about these matters. And in Malaysia the local BNP President Badlur Rahman, Tareq Rahman�s brother-in-law Mahbub who would previously work in the Bangladesh High Commission in Malaysia, and his PS Apu were always with him, said Mamun. According to Mamun, Tareq Rahman visited Malaysia 15 to 20 times.
4. Mamun and Tareq went to Malaysia only once together and their families were with them at the time. They had simply gone on a holiday and no business was involved then.
5. Babar had business in Singapore from way back and Tareq went with him there several times. Babar also accompanied him on visits to Dubai and America. Babar is likely to know if Tareq has business in those countries.
6. A certain businessman in Dubai, Mahtab Uddin, is a close friend of former State Minister for Home Affairs Lutfozzaman Babar and his business partner too. This Mahtab Uddin was a close friend of Hussain Muhammed Ershad and it was through him that Babar and Tareq endeavoured to bring Ershad into the four-party fold. Additionally, Babar, Ali Asghar Lobby and Arafat Rahman were paid huge bribes for the Dubai-based Warid Telecom to get its licence in Bangladesh.

তারেক যখন প্রথমে লন্ডনে এলো মানে ২০০৮ এর ১২ই সেপ্টেম্বর সে সময় থেকে বলতে গেলে আজ পর্যন্ত তারেককে বার বার ছুটতে হয়েছে ওয়েলিংটন হস্পিটালে কিংবা তার প্রাইভেট ডাক্তারের কাছে। তারেকের মেরুদন্ডের ৬ ও ৯ নাম্বার হাড় সম্পূর্ণ ভেঙ্গে গেছে যা ডাক্তারদের ভাষ্যমতে রিকভারী করা অত্যন্ত দূরহ।তারেকের আগে থেকেই বাত জ্বর ছিলো বিধায় সময়ের বিবর্তনে এই বাত জ্বর তার কিডনীতেও আঘাত আনতে পারে বলে ডাক্তাররা জানিয়েছেন। তারেকের ডান পায়ের গোড়ালীর হাড় থেতলানো এবং রিমান্ডে ঘন্টার পর ঘন্টা বসে থাকার কারনে তারেকের কোমরের একটি হাঁড় সরে গেছে যা ডাক্তাররা প্রায় সারিয়ে এনেছেন।যেই খবরটি সবাচাইতে জরুরী তা হলো তারেকখুব সহসা কোন ধরনের যৌন মিলন করতে পারবেন না তার কোমরের কারনে।

এই তারেক রহমানই তার হাওয়া ভবনে কিংবা শেরাটনে বাংলাদেশের কত অভিনেত্রী মডেল কন্যাকে ধর্ষন করেছে তার ইয়ত্তা নেই।বগুড়াতে গিয়ে মুনিরা ইউসুফ মেমীকে নিয়ে রাত্রিযাপন তো সে অঞ্চলের সবাই-ই জানে। এই মেয়ে সাপ্লাইয়ের কাজে তারেককে সাহায্য করত আনিসুর রহমান ঠাকুর আর অপু। যারা ছিলো হাওয়া ভবনের ত্রাস।আনিসুর রহমান ঠাকুর একজন আইনজীবি হয়েও তারেকের পা চাটতে কোনো দ্বিধা করেননি।বি এন পি’র ৫ বছরের সময়কালীন এই নোয়াখালীর আনিস ফুলে ফেঁপে একাকার হয়েছেন শুধু।লন্ডনে তারেককে তার জীবন ফুলে-ফলে ভাসিয়ে দিয়েছেন ব্যাবসায়ী ও বি এন পি নেতা কমরুদ্দিন। সিলেটি সম্প্রদায়ের কাছে যিনি বগা কমর হিসেবে পরিচিত।এই কমরুদ্দিনের প্রায় বারোটির মত ইন্ডিয়ান রেস্টুরেন্ট আছে লন্ডন ও বিভিন্ন শহরে।(কমরুদ্দিনের ফোন নাম্বার-০৭৯৫৬৪৩৪১৭২) ঠিক এনফিল্ড বলা যায়না, এনফিল্ড টাউন ও সাউথ গেইট এই দুই এলাকার মাঝামাঝি থাকে তারেক রহমান। যদিও চাউর করা হয়েছে মাসে এক হাজার পাউন্ড দিয়ে চার বেডরুমের লাক্সারিয়াস বাড়িতে থাকে তারেক কিন্তু ঘটনা সত্যি নয়। কমরুদ্দিন এই বাড়ি কিনে ২০০৩ সালের সেপ্টেম্বরে। বিলাস বহুল এই বাড়ীড় মাসিক মর্টগেজ দিতে হয় বর্তমানে ৩৩৫ পাউন্ড যা ক্রেডিট ক্রাঞ্চে কমে গিয়ে ২২০ এ নেমেছে। উল্লেখ্য তারেক রহমানকে এই মর্টগেজের টাকাও দিতে হয় না। লন্ডনে তারেকের বাড়ীর খরচ চালায় বি এনপি নেতা ও ব্যাবসায়ী কমরুদ্দিন।লন্ডনে আসার পর কমরুদ্দিনের নিজের ব্যাবহারকৃত জাগুয়ার গাড়িটি তারেককে দিয়ে দেন। মাসিক ৮০০ পাউন্ড বেতনে ড্রাইভার শরীফুল ইসলাম চাকরি পান গত বছরের জানুয়ারীতে। গত মাসে তারেক দুইটি গাড়ি কিনেন,ক্যাম্ব্রীজ হিথ রোডের রূড থেকে। একটি হলো বি এম ডাব্লিউ সেভেন সিরিজ আরেকটি হচ্ছে অডি TT.
তারেক রহমান প্রধানত বাসাতেই থাকেন । মাঝে মধ্যে মেয়ে জাইমাকে স্কুল থেকে আনতে ড্রাইভারের সাথে বের হন। তার স্ত্রী জোবায়দাই মূলত জাইমাকে স্কুল থেকে নিয়ে আসেন কিন্তু কিছুদিন আগে এখান কার জিপি ( সরকারী ডাক্তার) পরীক্ষায় অকৃতকার্য হবার কারনে, তিনি সামনের বছ্র পরীক্ষা দেবার জন্য খুবই জোড়ে শোরে পড়ালেখায় মনোনিবেশ করেছেন। উল্লেখ্য যে জাইমা এখন ক্লাস নাইনে পড়ছেন।
তারেক সাধারণত তার পরিবার নিয়ে বাসার গ্রোসারী করেন পন্ডার্স এন্ডের টেস্কো থেকেই। এছাড়াও প্রতিমাসে লেক সাইডের ব্লু ওয়াটার এবং সেন্ট্রাল লন্ডনের সেলফ্রিজেসে শপিং করেন। গত ২৫শে মে তারেক সেলফ্রিজেস এর হোম এক্সেসরিজ ও ২য় তলার মেন্স ক্যাজুয়াল থেকে প্রায় সাড়ে সাত হাজার পাউন্ডের শপিং করেন। এসময় তার সাথে তার স্ত্রী জোবাইয়া রহমান ছিলো। তারেক গাড়ির পার্কিং এর বিল গ্রাউন্ড ফ্লোরের টেইলর্স শপের কাউন্টারে পরিশোধ করেন। সে সময় এক বাঙালী কর্মচারী তাকে, “আপনি তারেক রহমান না?” এই প্রশ্ন করলে, “সরি,ইউ মেইড আ মিস্টেক” কথাটি বলে দ্রুত সরে পড়েন। ( এখানে বলে নেয়া ভালো যে সেলফ্রিজ ও ব্লু ওয়াটার হচ্ছে ইউকে’র সবাচাইতে এক্সপেন্সিভ শপিং মল।মিলিওনিয়ার রাই মূলত সেখানে এফোর্ড করতে পারে)

তারেক ক্ষমতায় থাকা কালীন লন্ডনে যে অর্থ পাচার করেন তার সিংহ ভাগ টাকা জমা হয় লুটনে বসবাসকারী আনোয়ারুল ইমরান ও বেলসিজ পার্কের হাবিবুর রহমানের বিভিন্ন ব্যাঙ্ক একাউন্টে। এই দুইজনি তারেকের সাথে সব সময় ছায়ার মত লেগে থাকেন। তারেকের স্ত্রী সম্প্রতি তাদের ঘরের বিভিন্ন কাজ করা জন্য ফিলিপিনো একজন মধ্যবয়ষ্ক মেয়েকে নিয়োজিত করেছেন। তার বেতন এখনো বের করতে পারি নাই।
তারেক বলতে গেলে প্রতি মঙলবার পুরো পরিবার নিয়ে উডগ্রীন সিনে ওয়ার্ল্ডে সিনেমা দেখতে যান। মাঝে মধ্যে আপ্টন পার্কের বলিনেও সিনেমা দেখতে আসেন। শাহরুখ খান অভিনীত “মাই নেম ইজ খান” ছায়াছবিটি তারেক বলিন সিনেমাতে সন্ধ্যা ৭ টার শোয়ে দেখেছেন। এইসময়ে তার সাথে তার কন্য জায়মা,তার স্ত্রী ও নাম না জানা একটি কাপল ছিলো।শো শুরু হওয়ার আগে চলে আসাতে তারেক ও তার ফ্যামিলি অনেক্ষণ লবিতে বসে ছিলো। এসময়ে অনেক বাঙালী তাদের দিকে স্টেয়ার করতে থাকে।

তারেক রহমানের মান্থলি গ্রোসারী গত দুই বছর থেকেই গাড়িতে করে তারেকের বাসায় পৌছে দিচ্ছে কমর উদ্দিনের রেস্টুরেন্টের কয়েকজন বিশ্বস্ত কর্মচারী। প্রায় দিনই রেস্টুরেন্ট থেকে খাবার আসে।গত মাসে বি এনপি’র মির্জা ফখরুল তারেকের সাথে দেখা করতে প্রায় তিনবার তারেকের এনফিল্ডের বাসায় যান। আর গত সপ্তাহে শুক্রবার ঢাকা প্রেস ক্লাবের সভাপতি চামচা শিরোমনি সর্ব জনাব শওকত মাহমুদ তারেকের সাথে দেখা করতে রাত ৮ টার দিকে তারেকের বাসায় আসেন। আমি দুই ঘন্টা পর্যন্ত রাস্তায় অপেক্ষা করেও মিঃশওকত মাহমুদকে ওই বাসা থেকে বের হতে দেখিনি। তিনি রাতে ওই বাসায় ছিলেন কিনা সেই কারনে তা বলা সম্ভব না। তবে শওকত মাহমুদ আওয়ামীলীগ সরকারের তাড়া খেয়ে এখন লন্ডনে বিচরণ করছেন এইখবর কানে এসেছে। এবং তিনি এসাইলাম সিক করবেন বলে খবর আছে আমার কাছে। কিছুদিনের মধ্যে তিনি আমেরিকাতে যাবেন বলে শোনা গেছে।এর থেকেও মজার খবর হলো আওয়ামীলীগের আব্দুল জলিলের সাথে তারেকের বৈঠক হয়েছে কয়েক্মাস আগে লন্ডনে। সাথে ছিলো তারেকের আইঞ্জীবি ব্যারিস্টার অসীম। যেইদিন তারেকের সাথে দেখা করার কথা ছিলো সেইদিন সকালে জলিল তার বেঢপ স্ত্রীকে নিয়ে অক্সফোর্ড স্ট্রীটের ডেবেনহামসে শপিং করে।
আপ্নারা অবাক হবেন একটা ইণতারেস্টিং ঘটনা শুনে। ব্লগ জগতের ছাগু শিরোমনি,শের ই পাকি, ব্লগ রাজাকার ফিরোজ মাহবুব কামাল ওরফে ডাঃফিরোজ( ফিরোজ নর্থ লন্ডনের জিপি) এর সাথে তারেকের হট লিঙ্ক।জামাতের নেতাদের গ্রেফতার ও তার পরবর্তী বিভিন্ন ঘটনার প্রেক্ষিতে ছাগু ফিরোজ তারেকের সাথে হট লিঙ্ক বজায় রাখছে।গত মাসের ২১/২২ তারিখে লন্ডনের স্থানীয় এক জামাত লিডার( নিজামীর মেয়ের জামাই ব্যারিস্টার মোমিন)কে নিয়ে তারেকের সাথে গোপনীয় মিটিং ছিলো তারেকের।ফলাফল্ জানিতে পারিনাই। বিশ্বাস না হলে এক্ষুনি ফিরোজ়কে ফোন করুন এই নাম্বারে- ০৭৯০৩২৮৮৯৩৫
তারেক গত ৪ ই জুলাই যুক্তরাজ্য ও ইউরোপের বিভিন্ন ত্যাগী বি এনপির নেতাদের নিয়ে একটি মিটিং করেন। যেখানে সে তার পুরোনো খাসলত অনুযায়ী হাসিনা ও আওয়ামীলীগ ও তার দাদার বয়সী বঙ্গবন্ধুকে নিয়ে বিভিন্ন কটুক্তি করে। সম্মেলন শুরু হওয়ার আগে তারেক কে ভিডিও করতে গেলে এন টিভির সোহাগের সাথে বি এনপি নেতাদের প্রচন্ড কথা কাটাকাটি হয় এবং এক পর্যায়ে তা হাতাহাতির দিকে টার্ন নেয়ার সম্ভাবনা তৈরী করে।
আরেকটি খবর আমার আগেই লেখা উচিত ছিলো। সেটি হলো তারেক ২০০৮ এ লন্ডনে এসে বার এট ল ডিগ্রী(ব্যারস্টারি)সম্পাদন করবে বলে মনস্থির করেন। তার কাছে ব্যাপারটি এমন ছিলো যেন বাংলাদেশের মত কোনো উপাচার্যকে ডাক দিলেই কেল্লা ফতে বাজিমাত।তারেক গুরু,তারেক গুরু বলে ডিগ্রী হাতে এসে উপস্থিত হবে।কিন্তু এখানে এসে বাবাজী তারেক তেমন সুবিধা করতে পারেনি।তারেক যখন ঢাকা রেসিডেন্সিয়াল মডেল কলেজে পড়ত সেখানেই তার পড়ালেখার রেকর্ড অত্যন্ত বাজে ছিলো।মাথার ভেতর গোবর ভর্তি তারেক তাই এখানে বার এট ল কোর্স করতে চেয়ে সুবিধা করতে পারেনি।তারেক যেহেতু বাংলাদেশের গ্রাজুয়েট তাই লন্ডনে তাকে প্রথমে একটি ব্যাচেলর ডিগ্রী নিতে হবে।এই ক্ষেত্রে তিনি এক্সেম্পশন পান নি। সাউথ ব্যাঙ্ক ইউনি ও কুইন মেরী তারেককে সরাসরি রিজেক্ট করে দেয়। পরে তিনি জিডিএল করে শর্ট-কাটে বার এট ল করতে চেয়েও পারেন নি।কেননা জি ডি এল এ এডমিশন নেওয়ার যোগ্যতা নিরূপন করতে গিয়ে বি পি পি ল স্কুল তারেককে রিজেক্ট করে।এছাড়াও তারেক তার পূর্বতন দূর্নীতির রেকর্ডের কারনে লিঙ্কন্স ইনের সদস্য পদ বা কোনো ইনের-ই সদস্য পদ পেতেন না বলে বিশেষজ্ঞরা জানান। ল পড়ার ব্যাপারে তারেককে বিভিন্ন পর্যায়ে সহযোগিতা করেন তার আইঞ্জীবি ব্যারিস্টার অসীম ও মাহবুবুদ্দিন খোকন।উল্লেখ্য,খোকনের ছেলে সাকিব মাহবুব রাফি সম্প্রতি ব্যারিস্টার হয়েছেন।

Two more witnesses gave depositions against Arafat Rahman Koko, son of former premier Khaleda Zia, and Ismail Hossain Saimon, son of former shipping minister late Akbar Hossain, in a money-laundering case yesterday.
The witnesses are Salauddin Ahmed, former attorney general, and Brigadier General (retd) Khalequzzaman Lodhi, former councilor of Bangladesh High Commission in Washington DC.
Judge Mohammad Mozammel Hossain of the Special Judge’s Court-3 recorded the statements of the witnesses and adjourned the court till March 28 for the next hearing. In his deposition, Salauddin said he received documents from the US on October 23, 2008, regarding the money siphoned off by the duo. He scrutinised the documents and sent them to the Anti-Corruption Commission chairman on the same day. Khalequzzaman in his deposition said he sent a series of documents regarding Koko and Saimon’s corruption to the then attorney general through foreign ministry in 2008.
Earlier, on January 4 and 19 the court recorded the depositions of three witnesses including complainant Mohammad Abu Sayeed, deputy director of the ACC, against the defendants. The duo has been charged with the laundering of Tk 23 crore to Singapore. In the case statement, the anti-graft body said the accused had laundered money received from China Harbour Engineering Company Ltd and Siemens for helping them win government contracts.
China Harbour got a Tk 351 crore contract to set up New Mooring Container Terminal while Siemens got a contract worth Tk 239 crore to supply and install equipment for Teletalk, the state-owned mobile phone operator. The same judge on November 30, 2010 framed charges against the duo in their absence and said the trial would continue in absentia.

Thirty years after the death of Charles Horman inspired a bestseller and an Oscar-winning movie, his widow still pursues those she believes are really to blame — including the former U.S. secretary of state. It’s one reason the quest for international justice makes the United States so nervous.

U.S. Victims of Chile’s Coup: The Uncensored File

The U.S. journalist and filmmaker had been abducted and killed after the Chilean military overthrew president Salvador Allende in September, 1973. Six months later, his body arrived by plane in a crude wooden crate with “Charles Horman from Santiago” scrawled on the side.
As the makeshift coffin was unloaded at Green-Wood Cemetery in Brooklyn, N.Y., the driving rain washed the words away, sending trails of black ink down the box. It was April 13, 1974.
Even before Mr. Horman’s widow, Joyce, found herself standing in the rain that day, she had vowed that no one would ever erase the memory of what had been done to her husband.
She has been true to her word.
In the chaos that followed General Augusto Pinochet’s decision to depose Mr. Allende on Sept. 11, 1973, hundreds of the leftist president’s supporters were taken away to be tortured, beaten or killed. Mr. Horman, an Allende sympathizer living in Santiago, was one of them.
In the month that followed, Ms. Horman, then 29, and her father-in-law, Ed, searched frantically for Mr. Horman — an ordeal dramatized in the Oscar-winning 1982 film Missing, starring Sissy Spacek and Jack Lemmon.
The movie ends when Joyce and Ed discover that Charles is dead, killed by the military and his body hidden in a wall at a Santiago cemetery. But Joyce Horman’s search continues. For 28 years, she has struggled to track down those who killed the man she loved. And the person at the center of her quest is none other than Henry Alfred Kissinger.
A leading citizen of the world’s most powerful nation, Mr. Kissinger served as U.S. Secretary of state and was awarded the Nobel Peace Prize in the same year as the coup in Chile. He was also national security adviser to president Richard Nixon, and Ms. Horman believes that he and other U.S. officials were deeply involved in the events that cost her husband his life.
It has been almost 30 years, and she doesn’t seem bitter. At 57, she is pleasant and straightforward, in her stylish glasses with owlish frames, and has friends, a career and a social life. Nor does she seem obsessed with her dead husband. No photographs of him are to be seen in her bright apartment on Manhattan’s Upper East Side.
Even so, the events of 1973 still cast a dark shadow. Asked what she misses most about Charles, she dissolves into tears and then explains: “He was intelligent, friendly, interesting — he just loved life, and that’s why his friends loved him.”
Of course, nothing can replace the life she and her husband might have had. All that she wants now, she says, is the simple truth — and that leads to Mr. Kissinger.
“There’s no way around him,” she says. “He is the most responsible person for the behavior of the U.S. government in Chile at that time. He needs to be put on trial.”
A few years ago, that would have seemed wildly improbable. The armor of sovereign immunity protected all officials from the acts they committed on government service, no matter how unsavory.

But the 1998 arrest of the man behind the coup, Gen. Pinochet, has knocked a gaping hole in that armor Since then, a posse of victims, human-rights activists and crusading prosecutors has tried to apply this “Pinochet precedent” to others accused of mass killing, torture, abduction and war crimes.
Mr. Kissinger is their biggest quarry yet, and they are getting closer all the time. Now, prosecutors in Chile, Argentina, Spain and France want him to testify about what happened in Chile. Last month, a Chilean judge staged a re-enactment of the Horman killing at Santiago’s National Stadium, and now wants Mr. Kissinger at least to answer written questions about U.S. involvement in the coup.
Ms. Horman is thrilled, but she has a different reason for chasing the great statesman: “My main goal is to find out what happened to Charles.”
As author Thomas Hauser wrote in The Execution of Charles Horman,the book that inspired the film Missing,both Mr. Horman, the brilliant son of a New York industrial designer, and Joyce, the lively daughter of a Minnesota grocer, had absorbed the questing, skeptical spirit of the Sixties.

Mr. Horman covered the riots at the Democratic National Convention in 1968 for the liberal journal The Nation and made a film about napalm.
The couple had been married less than three years when, in 1971, they set off in a camper van through Latin America. When they reached Santiago, they decided to stay.
It was a heady time in Chile. Mr. Allende had come to power in 1970 and brought in radical changes: land reform, wealth redistribution and the nationalization of key industries. Mr. Horman began writing for a local magazine that often attacked Mr. Nixon for undermining the Allende government.
When the military stepped in, he was in the coastal city of Vina del Mar with friend Terry Simon; they met two U.S. officers who seemed to know a lot about the coup. Mr. Horman concluded that his country had plotted with Gen. Pinochet, and made copious notes — which may have cost him his life.
Back in Santiago, essentially a war zone, he and his wife decided to return to the States as soon as possible. But on Sept. 17, a light green truck pulled up at their house, and a dozen soldiers carried out Mr. Horman and armloads of papers and books. Ms. Horman wasn’t home at the time, and never saw her husband again.
The truck drove straight to the National Stadium, a clearinghouse for the thousands of Chileans being rounded up. At least four dozen were killed there — a first installment on the more than 3,000 killed during the Pinochet regime.
Returning home to find the house in a shambles, Ms. Horman contacted the U.S. Embassy seeking help. She got the run-around. When she finally asked if the embassy could get her into the stadium, a U.S. diplomat asked, “What are you going to do, Mrs. Horman, look under all the bleachers?”

For four weeks, she pounded the pavement, meeting with anyone she thought might be able to help, while her father-in-law, who had flown in from New York, visited hospitals and morgues. Finally, they got into the stadium. A Chilean colonel led Ed Horman to a platform, where he addressed the roughly 2,000 prisoners under guard in the stands. “Charles Horman, this is your father,” he said. “If you are here, I would like you to take my word that it is safe and come to me now.”
His heart jumped when a young man ran forward, but he realized that it was not his son. “Right then,” he said later, “I knew I’d never see Charles again.”

Five days later, an official of the Ford Foundation, a U.S. philanthropic agency, told Mr. Horman he had learned from a military contact that his only child “was executed in the National Stadium on Sept. 20.”
The next day, a U.S. official confirmed that Charles’s body had been found in a local morgue. Two days later, Ms. Horman and her father-in-law flew home, and it was then that her real struggle began.

She and her husband’s parents brought a wrongful-death suit against the U.S. Government and Mr. Kissinger, but it was dismissed for lack of evidence in 1978. The book followed, along with the Oscar-winning 1982 movie by director Constantin Costa-Gavras.
By then Ms. Horman was struggling with an attack of lymphoma and she decided she had to get on with her life.

For the next two decades, she worked as a computer and systems consultant for the United Nations Development Program, the office of the Mayor of New York, Oracle Corp. and others. She dated other men, but did not remarry.
Before the coup, she and her husband had planned to return to the United States to raise a family. He would have turned 60 on May 15 (an occasion she marked by holding a 20th anniversary party for Missing, with proceeds going to the Charles Horman Truth Project).

She remained close to the Hormans, moving into the Manhattan building where her husband grew up and helping to care for them as they aged. Ed Horman died in 1993, followed last year by his wife, Elizabeth, at the age of 96.
Ms. Horman never gave up wondering about her husband’s death, and in 1998 an event gave her new hope. On Oct. 16, she turned on the news to hear that Gen. Pinochet had been arrested in London on an extradition request from a Spanish judge seeking to prosecute him. Exhilarated, she traveled to England to join the attempt to persuade British courts to hand him over. Eventually, the British government let him go home for health reasons, but Gen. Pinochet’s detention set a precedent that galvanized the international justice movement.
Ms. Horman and her lawyers tried again to get the U.S. Government to release classified documents relating to her husband’s disappearance.
Finally, in 2000, it gave them the full results of two internal reviews of the killing. Neither found any direct U.S. link, but one did uncover “circumstantial evidence” that the Central Intelligence Agency “may have played an unfortunate part in Horman’s death.”

It went on to say that “the government of Chile might have believed this American could be killed without negative fallout from the U.S. Government”

The second review said it was hard to believe that the Chilean military would have killed Mr. Horman unless it had some kind of signal from Washington.
Although tantalizing, the disclosures were not enough to reopen the wrongful-death case. So Ms. Horman did some sleuthing on her own. Supported by money from the Ford Foundation, she traveled to France, Switzerland, Sweden, Chile and different parts of the United States to search for people who might have some idea of how and why her husband was killed.

She gathered enough information to file a criminal complaint in Chile against Gen. Pinochet and others in his circle. The case found its way to Juan Guzman, the crusading judge who indicted the general for human-rights crimes after his return from England and who managed to have his immunity to prosecution lifted.
The General, now 86, escaped trial after a court found him mentally unfit, but Judge Guzman is pushing ahead all the same. Last month, he arranged the reenactment at the National Stadium, and last fall sent 17 questions about the Horman abduction to Mr. Kissinger and other U.S. Officials So far, no reply.
Joyce Horman believes U.S. Officials tipped off friends in the Chilean military that her husband had found evidence of U.S. Involvement while in Vina del Mar. Rafael Gonzalez, a disgruntled Chilean intelligence agent, told reporters in the 1970s that the army’s head of intelligence, Gen. Augusto Lutz, decided that Mr. Horman “knew too much,” and an American military officer was in the room at the time.

Ms. Horman hopes to track down that man. “I want to find out exactly what happened to Charlie: who picked him up, why they picked him up, who questioned him, how they came to decide he had to disappear.”
Those questions lead her straight to Mr. Kissinger who, as well as being national security adviser, led the high-level “40 committee” that helped to oversee U.S. intelligence efforts.
Even if he played no direct role in her husband’s death, she believes he knew how and why it happened. “Kissinger rolled up his sleeves in Chile. . . . He went down to talk to Pinochet after the coup. I mean, for heaven’s sake, how obnoxious.”
Mr. Kissinger, now 79, denies everything. He refused to return calls for this article, but has said he knows nothing about the Horman case. “If it were brought to my attention, I would have done something,” he told The New York Times.
He also denies any role in the coup. In his books, he admits he took a dim view of Mr. Allende and joined a U.S. effort to have him overthrown, but aborted it as a lost cause. He met Gen. Pinochet, he says, to tell him to pay attention to calls from the U.S. Congress for an end to political repression.
But Mr. Kissinger also has others on his trail. Last May, a French judge sent the police to his Paris hotel to ask him to appear at the Justice Ministry the next day and answer questions about five French citizens who disappeared after the Chilean coup. Instead, Mr. Kissinger promptly left town.
That same month, an Argentine judge said he wanted Mr. Kissinger to testify about American involvement in Operation Condor, the scheme by South American dictatorships, including Argentina and Chile, to abduct or kill opponents living in exile.
In April, a British human-rights campaigner asked a London judge to arrest Mr. Kissinger under the Geneva Conventions Act of 1957 for the “killing, injury and displacement” of three million people in Indochina during the Vietnam War years. The judge rejected the application, but not before Mr. Kissinger had to endure a protest by 200 activists calling him an “evil war criminal.” Plans for a similar protest apparently led him to cancel a planned trip to Brazil as well.

Finally, in Washington, Mr. Kissinger faces a $3-million (U.S.) lawsuit by the family of René Schneider, a Chilean general assassinated in 1970 for opposing plans for a coup against Mr. Allende.
This quickening pace of the pursuit raises a touchy issue for international justice: Whose justice is it?
ntil now, those brought to trial largely have come from poor or defeated countries such as Serbia and Rwanda. But activists say that must change. To have any force, international law must apply to the rich and powerful too.
“If the drive to put Kissinger in the witness box, let alone the dock, should succeed, then it would rebut the taunt about ‘victor’s justice’ in war-crimes trials,” writes British journalist Christopher Hitchens, who asserts in his book The Trial of Henry Kissinger there are grounds for an indictment. “It would demonstrate that no person, and no society or state, is above the law. Conversely, if the initiative should fail, then it would seem to be true that we have woven a net for the catching of small fish only.”
But Mr. Kissinger is one fish the United States does not want on anyone’s hook. The attempts to arrest or even question him touch off Washington’s worst fears about the evolving movement for international justice.
Just last month, the administration of President George W. Bush declared it would have nothing to do with the world’s first permanent war-crimes tribunal, the International Criminal Court. If foreign judges could second-guess their every decision, U.S. officials argue, it would be open season on the United States.

The man making that argument most forcefully perhaps has the most to lose: Mr. Kissinger himself.
“Nobody can say that I served in an administration that did not make mistakes,” he said in London in April. “It is quite possible that mistakes were made, but that is not the issue. The issue is, 30 years after the event, whether the courts are the appropriate means by which this determination is made.”

In his book Does America Need a Foreign Policy?, he holds that, in theory, any court anywhere can try a person accused of crimes against humanity.
“When discretion on what crimes are subject to universal jurisdiction and whom to prosecute is left to national prosecutors, the scope for arbitrariness is wide indeed,” he argues.
None of this cuts much ice with Joyce Horman.
She argues that the officials of a democratic nation like the United States must be accountable for their actions. If that takes a foreign prosecutor, so be it.
“The American military and the American government have an incredible amount of power and the abuse of that power was typified by the Chilean coup,” she says. “For Americans to be bumping off Americans in foreign lands is not what American citizens want their government to be doing.”

A high-ranking accomplished officer in the Bangladesh Army, Zia was appointed chief of army staff in course of dramatic events that evolved following the assassination of Sheikh Mujibur Rahman in 1975 by a group of junior military officers and these army personnel met Ziaur Rahman at his residence to killed Sheikh Mujibur Rahman.

This was followed shortly by another coup and counter-coup and ultimately led to the consolidation of power under Zia as Deputy Chief Martial Law Administrator. The counter-coup, sometimes referred to as a sepoy mutiny was organized by the socialist Colonel Abu Taher.

Ziaur Rahaman assumed the office of the President of the country in 1977 He engaged himself in politics by floating a political party that came to be known as janodal. Later he founded the Bangladesh Nationalist Party. For achieving popular support, he adopted policies bringing the government increasingly under Islam, which he included in the national constitution. It has been alleged that Zia helped individuals involved in the assassination of Sheikh Mujib rehabilitate home and abroad, immunized by the Indemnity Act. He also came to be known as Mr. Clean for his unquestionable integrity.

Coup of 1975 and its aftermath
On August 15, 1975 Sheikh Mujib and his family were killed by a group of military officers. One Sheikh Mujib’s cabinet ministers Khondaker Mostaq Ahmad was appointed the president and, subsequently, Major General Ziaur Rahman was appointed as the army chief after removal of Major General Shafiullah. However, the coup of 15 August caused a period of instability and unrest in Bangladesh and more so across the ranks and files of the army. Brigadier Khaled Mosharraf and the Dhaka Brigade under Colonel Shafat Jamil made a counter-coup on November 3, 1975, and Ziaur Rahman was forced to resign and was put under house arrest. A third coup was staged under Colonel Abu Taher and a group of socialist military officers and supporters of the left-wing Jatiyo Samajtantrik Dal on November 7, called the “National Revolution and Solidarity Day” (Sipoy-Janata Biplob) (Soldiers and People’s Coup) Brigadier Khaled Mosharraf was killed and Colonel Jamil arrested, while Colonel Taher freed Ziaur Rahman ( After few months Ziaur Rahman arrested and execute Colonel Taher )and re-appointed him as army chief. Following a major meeting at the army headquarters, an interim government was formed with Justice Abu Sadat Mohammad Sayem as chief martial law administrator and Zia, Air Vice Marshal M. G. Tawab and R ear Admiral M. H. Khan as his deputies. Zia also took on the portfolios of home affairs, finance, industry and information along with becoming the army chief of staff. However, discipline in the army had totally collapsed and it was difficult to disarm the soldiers and put them back to the barracks. Fearing that Colonel Abu Taher, who in fact rescued him few months earlier, would attempt to organise another revolt, Zia ordered his arrest. Following a secret trial in a military court, Zia authorised the execution of Colonel Taher on July 21, 1976. Zia became the chief martial law administrator following Justice Sayem’s elevation to the presidency on November 19, 1976. He tried to integrate the armed forces, giving repatriates a status appropriate to their qualifications and seniority. While this angered some veterans of the Mukti Bahini, who had rapidly reached high positions following liberation in 1971, Zia defused potential threats from discontented officers by sending them on diplomatic missions abroad.

Ziaur Rahman Rehabilitate the war criminals and former Prime Minister Shah Azizur Rahman was one of them (Bengali: শাহ আজিজুর রহমান) (1925 – 1988) was a Bangladeshi politician who served as the Prime Minister of Bangladesh. However, he was the subject of considerable controversy for his collaboration with the Pakistan Army against the struggle to establish Bangladesh. Shah Azizur Rahman was born in Kushtia of the province of Bengal (now in Bangladesh). As a student political leader, Rahman participated in the Bengal Provincial Muslim League and the Pakistan movement. At the outbreak of the Bangladesh Liberation War, Rahman supported the Pakistani state forces and denounced the Bengali nationalist struggle, joining Bengali politicians such as Nurul Amin, Golam Azam and Motiur Rahman Nizami. He would lead the Pakistani delegation to the United Nations in November 1971, where he would emphatically deny that the Pakistan Army’s Operation Searchlight had degenerated into genocide. Following the defeat of Pakistan in the Indo-Pakistani War of 1971, Rahman continued to reside in Pakistan. In the post-war period, authorities estimated that over a million people had been killed in Bangladesh by Pakistani state forces and collaborating militias. Rahman would continue to lobby Muslim nations in the Middle East to decline diplomatic recognition to Bangladesh.

Return to Bangladesh

Shah Azizur Rahman was permitted to return Bangladesh after liberation war. Shaikh Mujibur Rahman was a good friend of him and released Shah Aziz from jail. There are saying that while Azis was in prison Mujib provide his family 3,000 taka each month. When Major General Ziaur Rahman became the President of Bangladesh, zia allow Aziz to take part in national election and appointed him to the post of prime minister. Rahman also helped Zia organise the Bangladesh Nationalist Party, which won the 1978 parliamentary elections. Both Zia and Azizur Rahman have received fierce criticism for issuing the Indemnity Act, which gave amnesty to the killers of Sheikh Mujib and legalised the military coups of 1975.

MAULANA (GHU AZOM) GOLAM AZAM

(Bengali: গোলাম আযম) (born 7 November 1922), is a Bangladeshi political leader who is recognized by the Bangladeshis as one of the worst war criminals of the Liberation War of Bangladesh. The former Ameer of Jamaat-e-Islami Bangladesh, he opposed the independence of Bangladesh both during the liberation war and upon its liberation on December 16, 1971 and lead the formation of Shanti Committee, Razakar and Al-Badr to thwart the freedom fighters of Bangladesh. He also lobbied against the acknowledgment of new-born Bangladesh after 1971.

He was a permanent resident of England until 1978, and maintained Pakistani citizenship until 1994 due to the decision by the Bangladeshi government at the time to refuse him citizenship. From 1978 to 1994 he lived in Bangladesh illegally without any authorized Bangladeshi visa.In 1994, the Supreme Court upheld the decision to restore his citizenship of Bangladesh as a matter of birth-right.He was the leader of Jamaat-e-Islami Bangladesh until 2000.

EARLY POLITICAL CAREER

Azam entered politics as a student leader at Dhaka University, and in 1947 became the Secretary General of the Dhaka University Central Students Union. Among his earliest campaigns was participation in the Bengali Language Movement during 1950s. He submitted the memorandum to the Pakistan government demanding Bengali as one of the state languages, on behalf of the students of Dhaka University, following the demand made by Dhirendranath Datta in the Pakistan Constituent Assembly in February 1948 and the resulting nationalist uprising in East Bengal. Azam, however, distanced himself from the Language Movement when it became clear that it was becoming a rallying call for a secular Bengali nationalist movement rather than one focused on Bengali Muslim activism alone. Since his return to Bangladesh in the 1970s Ghulam Azam has never participated in the official commemorations of the Language Movement and he and his party celebrate that event separately

Azam became the secretary of the Islamist political party, Jamaat-e-Islami Bangladesh, in 1957. Later, he became the Ameer (president) of the Jamaat in East Pakistan in 1969. He was also a participant in the formation of the Pakistan Democratic Alliance in 1967.

EARLY INITIATIVES WITH SHANTI COMMITTEE

During the Bangladesh Liberation War of 1971, Azam played a central role in the formation of Peace Committees, which declared the independence movement to be a conspiracy hatched by India.[2] Azam was one of the founding members of this organization.[2] After the genocide of 25th March Pakistani forces lost control of Bangladesh. To help control this situation Pakistani army set up a network of peace committees superimposed upon the normal civil administration as army couldn’t rely upon that administration. Peace Committee members were drawn from Jamaat-e-Islami led by Ghula Azam, Muslim League and Biharis. Peace committee served as the agent of army, informing on civil administration as well as general public. They were also in charge of confiscating and redistribution of shops and lands from Hindu and pro-independence Bengali- mainly relatives and friends of the freedom fighters. Almost 10 million Bangladeshis fled to neighboring India as refugees. The Shanti Committee also recruited Razakars. Razakars were common criminals who had thrown their lots with the army.

On April 12, 1971, Azam and Matiur Rahman Nizami led processions denouncing the independence movement as an Indian conspiracy.

FORMING RAZAKARS AND AL-BADR

During Azam’s leadership of Jamaat-e-Islami, Ashraf Hossain, a leader of Jamaat’s student wing Islami Chhatra Sangha, created the Al-Badr militia in Jamalpur District on 22 April, 1971. Current Jamaat Ameer (supreme leader) Matiur Rahman Nizami was the supreme commander of this militia. Nizami was a leader of Islami Chhatra Shongha then.
Also, in May, 1971, another Jamaat leader Mawlana Yusuf, a subordinate to Azam, created the Razakar militia in Khulna. The first recruits included 96 Jamaat party members.
